Evacuation criteria only protect people if someone is checking them daily and recording the result. That is exactly what CHARIS does.
From written criteria to a daily verdict
You pick evacuation triggers per country from 21 LEAVE categories — covering conditions such as airspace and border status, official advisories and security deterioration — or start from the recommended profile and adjust. Each trigger carries a defined threshold.
Every morning at 06:00 GST, CHARIS assesses each active trigger against current cited evidence and records BREACHED or NOT BREACHED. A country's LEAVE risk is the percentage of its active triggers currently breached, classified into four bands: below 20% is STABLE, 20–40% ELEVATED, 40–70% HIGH, and 70% or above EXTREME — with the recommendation stated plainly at each level.
Why the evidence trail matters
An evacuation is expensive, disruptive and hard to reverse — and so is the decision not to evacuate. Either way, you will be asked afterwards what you knew and when. Every CHARIS assessment preserves the evidence considered and the reasoning per trigger, so the decision record exists the moment you need it, not reconstructed weeks later.
Because thresholds are yours, the recommendation reflects your organisation's risk tolerance — not a generic country score.
Honest limits
CHARIS informs the evacuation decision; it does not make it. Assessments are indicative and must be verified against live conditions — a daily cycle can lag a fast-moving incident, which is why state-change alerts exist alongside the scheduled run. Always pair trigger monitoring with your own ground truth.
